CTOnet was started by Roger Smith. As the CTO position has evolved to meet the strategic technology needs of organizations, Dr. Smith's was caught in that evolution and pulled into the role of Chief Scientist, Technical Director, and CTO for a number of defense software companies. While pursuing an MBA at the University of Maryland, he chose the responsibilities of the CTO as a research topic and ended up with several published papers on the topic. But he could find no real professional group addressing the position - hence CTOnet.
Dr. Smith has served as a CTO for the U.S. Army
and Titan Corporation (now L3Com), Vice President of Technology
for BTG (now L3Com), Technical Director for Mystech Associates (now
Northrop Grumman), and the Chief Scientist for a number of software
projects (which now belong to either Lockheed, Northrop, or L3Com).
He holds degrees in Management (Doctorate, M.S. and MBA), Computer
Science (Ph.D), Statistics (M.S.), and Mathematics (B.S.).
